Expert: first step to revive Everton's Kirkby move

AN EXPERT on master-planning and design issues was grilled on the sixth day of the inquiry into the Destination Kirkby scheme.

Melvin Davis, who was appearing for Tesco and Everton FC, was cross-examined on his report into its design.

He said the project was larger than anything he had previously been involved with and was "extremely exciting."

In response to questions from Caroline Pethard, of the Grange Residents Association, Mr Davis said he believed the scheme was of high quality and the first step in the creation of a new Kirkby. He added that it was "no good" designers just "drawing some pretty pictures". He said it was essential that designers came up with something deliverable for the people of Kirkby, and that was also flexible enough to develop over time. He said it was a hard balance to strike, but that he thought they had achieved this.

Mr Davis also strongly disagreed that the scheme had been designed to function as an "out-of-town retail park."

The scheme was of "regional significance" and would make Kirkby "a very important place in the region."

He admitted more housing would have been desirable within the retail area - but not viable.
